
On June 16, Gu Haifeng, Deputy Director of the Medical and Health Industry Division of the Future Science City Administration in Changping District, led a delegation to the Cell Valley Group for a site visit and exchange. The visiting group also included representatives from Beijing Chang Development Industry Operation Management Co., Ltd., Danaher Group, and its subsidiary Cytiva's core team. The two sides held in-depth discussions on topics including industrial policy interpretation, business model co-development, and coordinated development of the regional industry chain. First, the visiting guests toured the company's smart exhibition hall and GMP-standard production workshops, gaining an understanding of the company's technology platform achievements, the Cell Valley Group's development history, core technologies, and industrial layout. Subsequently, they observed the production workshops and R&D laboratories in person, learning in detail about the standardized quality control system for the entire cell manufacturing process, and spoke highly of the Cell Valley Group's standardized production management and innovative R&D platforms.


During the subsequent symposium, Professor Shi Yuanyuan provided a comprehensive overview of the Cell Valley Group's overall development strategy, core business layout, key platform advantages, and innovative cooperation models. He noted that the Cell Valley Group has been deeply engaged in the cell and gene therapy (CGT) sector, leveraging its core industrial-scale retroviral vector production technology, comprehensive cell therapy product pipelines, and multiple authoritative domestic and international certifications to build industry-leading competitive barriers. He also highlighted the Group's business model of "state-owned capital collaboration + market-driven operation," which has been successfully implemented in Shenzhen, Shenyang, and other locations, establishing a replicable and scalable CGT regional industrial implementation system. Against the backdrop of the formal implementation of the national "818 Decree," he provided an in-depth analysis of the new trends toward legalization, standardization, and regulation in the industry. The implementation of the new policy marks the domestic CGT industry's entry into a new stage of systematic, high-quality development, broadening the development landscape for industry platform-based CDMO enterprises while also strengthening the policy foundation for cross-regional government-enterprise collaboration and coordinated development across the industry chain.

Deputy Director Gu Haifeng highly recognized the Cell Valley Group's technological strength, platform development achievements, and nationwide expansion strategy in the CGT field. He also introduced the planning, layout, and support policies for the medical and health industry in the Future Science City in Changping District, clarifying that the district will focus on the CGT sector to improve the industrial ecosystem and expressed the hope that both sides would leverage their complementary resources to deepen multi-dimensional cooperation.
General Manager Lv Jianfeng highly praised the Cell Valley's "state-owned capital collaboration + market-driven operation" implementation model, noting that this approach balances the empowerment of state-owned capital resources with efficient market-driven operations, addressing multiple pain points in biopharmaceutical park investment promotion, enterprise implementation, and project incubation. He stated that the regional implementation outcomes offer significant reference value. As a core state-owned industrial operation platform in the Beijing region, Chang Development has deep expertise in biopharmaceutical industry operations and services and looks forward to broad, cross-regional, in-depth cooperation with the Cell Valley Group.
